Camille KARAMAGA, Chairman of the Board of Directors
Camille Karamaga is of Rwandan by nationality. He is a trained economist with a wealth of experience in variety of disciplines including fiscal planning, revenue administration, public financial management9PFM), development banking (lending operations and portfolio management), consultancy and advisory mainly in macroeconomic management and financial governance.
Camille Karamaga is a retired employee of the African Development Bank(AfDB) where he served for eight years as an economic and financial governance expert. Previously he worked as a technical assistance expert for the International Monetary Fund(IMF) in West Africa and in Washington DC. And prior to that he worked in various capacities in the Ministry of Finance and Economic Planning(MINECOFIN) of Rwanda as well as the Ministry of Finance in the Republic of Tanzania.
He has participated in developing medium-term PFM strategies for Liberia and Rwanda where he also supported the rebuilding and strengthening of fiscal institutions in both countries. He has participated in conducting a number of diagnostic assessments in revenue administration and public financial management. He has designed funding instruments (budget support and capacity building programs/ projects) for a number of countries on the African continent. He has also written and published blogs on the IMF(PFM) website
He worked as the Chairman of the national task force for establishing and developing the Kigali Free Economic Zone. He has served as board member for various institution including Banque Commerciale du Rwanda(BCR), SONARWA, PTA Reinsurance Company(ZEP-RE) which is based in Nairobi Kenya. He is currently working as a free-lance consultant and serving on the board of Equity Bank (Rwanda).

He has been occupying different positions: legal officer at the Ministry of Public Service and Labour, Legal Officer and later Head Legal and Company Secretary at Ecobank Rwanda Limited and Advisor to the Speaker.
After eight (8) years of working experience in banking sector, he joined the Parliament of Rwanda, where he served in the capacity of Advisor to the Speaker of the Chamber of Deputies. In this role, he was a liaison officer between the Speaker and support staff as well as with other Rwandan and foreign institutions partnering with the Chamber of Deputies. This has allowed him to become familiar with the ways in which Parliament organizes itself effectively to carry out its key functions of legislation, representation and oversight. While in Parliament, he got ability in legal advisory and drafting services.
After the parliamentary experience, He joined K-Solutions & Partners Law Firm in capacity of Transaction and Corporate Lawyer where he has completed different works in legal due diligence exercise for acquisition and other business combination, project finance, facilitating clients in their relationship with local, regional and international banks, corporate governance, organization registration and legal compliance and Organization restructuring.

Jean Damascene RUZIGANDE is currently the Technical Director of PRIME Insurance since 2017. He is responsible of Underwriting, Reinsurance and Claims management.
Ruzigande has accumulated 15 years of experience in the Insurance sector where he started with Special Guarantee Funds (SGF) a Government of Rwanda insurance agency mandated to compensate victims of accidents and damages caused by uninsured and non-identified automobiles, the equivalent to MIB, Motor Insurers’ Bureau in certain countries.
Prior his current position, Ruzigande was the Technical Director of SAHAM Assurance Vie RWANDA a Moroccan Insurance company working in more than 26 countries.
Prior joining SAHAM Assurance vie Rwanda, Ruzigande served as Director of Operations of COGEAR in charge of both Life insurance and General Insurance. Prior this position, Ruzigande was the Director of Life insurance in the same company.

Joseph is a holder of Master’s Degree in Business Administration of «Maastricht School of Management » since March 2008 with specialization in Projects Management. He is also a holder of a Bachelor’s Degree in Economics since 2000 as well as a Bachelor’s Degree in Management since 1985 with specialization respectively in finance and accounting.
Joseph is familiar with management of private and public projects, business companies with expertise in projects management and financial services. I worked in senior and leadership positions as Director General of two insurance companies (CORAG AG Ltd and SAHAM ASSURANCE VIE LTD) and Director General of ASSETIP, a semi-private Agency specialized in projects management of public institutions.
He participated also in various reform processes for effective decentralization since September 1998. This exposed him to be at the center of policy designing and implementation of the first, second and third decentralization program in local administration entities of Rwanda.
He formulated the economic development strategy of the City of Kigali which laid the foundation for several public projects as well as from public and private partnerships and subsequently worked as Director of Finance and Economic Planning of the City of Kigali.
In addition, he has an extensive experience in gender mainstreaming and gender equality, planning, monitoring, evaluation, coaching and training.
The experience gained from the above mentioned positions as a Senior Manager and Consultant broadened his knowledge in following areas including: (1) Projects management, (2) Elaboration of feasibility studies and business plans, (3) Public finance management (PFM), (4) Financial sector and services especially in management of Life and General Insurance companies, (5) Labor and fiscal laws of Rwanda, (6) Gender mainstreaming and gender equality, (7) Elaboration of strategic plans for private and public institutions, (8) Administrative and fiscal decentralization and (9) Urban Development.
